秦汉政治文明建设

秦汉是我国传统政治文明发展的奠基时期,在批判地继承先秦政治文明成果的基础上,不断创新,加强政治文明建设,创造了灿烂的政治文明。首先,提出了“德法并用”的政治理念,一手抓法制建设,一手抓政治教化,选贤任能,执政为民,为政治文明的发展提供了理论依据。其次,不断创新政治体制,合理设置官僚机构,科学配置官吏,分权制衡,初步建立了科学、合理、精干、高效的官僚政治体制,形成了相对独立的决策、咨询、执行、监督的权力结构,为政治文明的发展提供了组织保障。再次,建立和完善各项政治制度,各行政主体通过集议、谏诤、封驳、判署、察举、考试、考课、巡视、审计、举劾、“杂议”、“连带责任”等形式,对干部人事、司法、财政经济等行政权力进行制约和监督,初步形成了程序严密、制约有效的权力运作机制,体现了一定的公开、民主原则,为政治文明的发展提供了制度保障。总结秦汉政治文明建设的成果和成功的经验,对中国现代政治文明建设有重要的借鉴意义。

The Building of Political Civilization on Qin & Han Dynasties

Qin & Han Dynasties are the foundational period of our tradinational political civilization development.On the basis of carrying on the result of pre-Qin political civilization critically,brought forth new ideas constantly,strengthened the building of political civilization.Firstly,they put forward the political theory of "Using Morals and Laws Simultaneously";Secondly,they brought forth new ideas constantly;Thirdly,built and improved all kinds of political system.We summarize the experience of the political civil building on Qin & Han Dynasties,and draw on the experience of them for our modern political civilization building.
