腐败是一个涉及诸多领域的制度现象,同时也是一个特殊的经济现象。腐败活动是源于既定的社会经济政治制度下,腐败的私人收益与社会收益之间、私人成本与社会成本之间存在巨大的差距的一种合乎经济理性的行为。彻底的反腐败应该是一场长期的、全面的制度性的努力,即通过社会政治、经济、法律等方面的制度变迁或制度创新,改变腐败活动的成本收益状况,把腐败活动的私人总收益降低到最小,并把惩治腐败的社会总损失降低到最小

Political Economy Approach to Corruption

Corruption is a complicated institutional phenomenon, and also a special economic phenomenon. In the given social, political and economic institutional structure, corruption stems from a rational choice when there are significant differences between private and social benefit, private and social costs. We conclude that thorough anti\|corruption should be a series of long\|run institutional efforts. It is necessary to change the cost benefit analysis of corruption, minimize the expected private benefit of corruption, and also minimize the total social loss of anti\|corruption through institutional change or institutional innovation in social, political, economic and legal structure.
