将农民工纳入城镇职工社会保险体系的实现途径探析——以江苏省南京市为例

通过问卷调查和实地走访,考察了南京市将农民工纳入城镇职工社会保险体系的运作机制：对养老保险参保单位实行优惠费率制 医疗保险从大病保险和大病互助抓起 失业保险待遇与城镇职工同步提高 工伤保险从建筑业着手实行实名制 生育保险实行无差别缴费与待遇给付,并在分析现行制度运行现状及存在问题的基础上,提出改革社会保险最低缴费年限和固态化管理模式、逐步提高缴费水平和保险待遇、不断优化管理服务等提高农民工社会保险水平与功效的具体建议。
