我国地方财政支出结构与地方经济增长关系的实证研究

地方财政支出在我国地方经济增长中有着非常重要的作用,对地方财政支出结构与地方经济增长关系的研究有助于更好地理解地方财政支出的经济增长效应.利用省际面板数据(Panel Data)对我国地方财政支出结构与地方经济增长关系的实证分析表明,东部、中部和西部地区的地方财政支出结构存在着不同的经济增长效应;我国地方财政支出结构的不合理在一定程度上制约着地方财政支出经济增长效应的发挥.

Positive Analysis on Local Fiscal Expenditure Structures and Local Economic Growth in China

Along with the reform of the fiscal system in China, local fiscal expenditure has largely augmented with an increasing effect on local economic growth.To understand the effect of local fiscal expenditures on economic growth is becoming urgent.Positive analysis on the relationship between local fiscal expenditure structure and local economic growth will be conducive to the understanding of the effect of local fiscal expenditure on economic growth. However,existing researches mostly focus on the total amount and little is known about how the composition of fiscal expenditure affects economic growth.The total amount of fiscal expenditure has only offered the possibility for economic growth,and it is not equal to the economic growth itself.Turning local fiscal expenditure into local economic growth depends not only on the magnitude and growth of this figure but also on keeping the reasonable structure of local fiscal expenditure that optimizes the distribution of local fiscal expenditure.Linking the composition of fiscal expenditure with economic growth by postulating an aggregate production function in which there are two types of government expenditure,the results of our study indicate that optimizing the composition of fiscal expenditure can lead to a higher steady growth rate of the economy without changing the total amount of fiscal expenditure.Based on the analytical model,the empirical analysis further uses panel data from 1985 to 2003 to examine the linkage between Chinese local fiscal expenditure structures and local economic growth.Considering the unbalanced development in China,the data is divided into three parts: the data of eastern China,middle China and western China.The empirical analysis indicates that the composition of local fiscal expenditure has an important effect on local economic growth and the local fiscal expenditure structures of different regions have different effects on the local economic growth.But generally speaking,the composition of Chinese local fiscal expenditure is not rational and not compatible to the changing economic growth environment.It restricts the effects of local fiscal expenditure on the local economic growth.Therefore,in order to promote local economic growth,the effect of local fiscal expenditure structures and its difference in different regions deserve more attention.Under the situation of very limited local resources in today's China,it is more important to optimize the structure of local fiscal expenditure.
