金融支持、扶贫政策与农村脱贫研究

金融扶贫是贫困地区顺利脱贫的重要手段,在分析2005～2017年省级面板数据基础上实证研究了金融支持、扶贫政策与农村脱贫的关系变化,结果表明:金融支持与扶贫政策对农村脱贫具有显著积极作用;在扶贫政策的影响下,金融支持对农村脱贫的影响呈现出非线性变化趋势,在东部地区不存在显著脱贫效应,在中西部地区金融支持的脱贫效应显著存在。因此,要进一步加大对农村地区的扶贫力度,因地制宜推动区域间金融体制改革,深化金融发展在农村扶贫脱贫过程中的政策效应。

Study on the Financial Support, Poverty Alleviation Policy and Rural Poverty Alleviation

Financial poverty alleviation is an important means for poverty alleviation in poverty stricken areas. Based on the provincial panel data from 2005 to 2017, this paper empirically analyzed the changes in the relationship between financial support, poverty alleviation policies and rural poverty alleviation. The results show that financial support and poverty alleviation policies have significant positive effects on rural poverty alleviation. The impact of financial support on poverty alleviation in rural areas shows a non-linear trend. There is no significant poverty alleviation effect in the eastern region, and the poverty alleviation effect of financial support in the central and western regions is significant. Therefore, we should further strengthen poverty alleviation in rural areas, promote interregional financial system reform according to local conditions, and deepen the policy effect of financial development in the process of poverty alleviation in rural areas.
