新公共服务:对新公共管理的批判与超越

摘    要:在诸多对新公共管理的批判中,以罗伯特·B·登哈特为代表的新公共服务理论渐成体系,该理论在对新公共管理模式进行批判的基础上明确提出了新公共服务的学说。新公共服务理论指出,在进行方法和技术的创新以提高政府效率的同时,不应忽视对公共利益的维护和公民权利的尊重,从而纠正了管理主义的偏颇,在一定程度上实现了对新公共管理理论的超越。

Abstract:Among the critiques of new public management,new public service represented by Robert B.Denhardt holds the view that during the management reform in government, the theory of New Public Management not only adopts the techniques of business administration, but also absorbs such values of business as market competition, customer-oriented service and its enthusiasm for entrepreneurial government. Furthermore, new public service puts forwards to its own central perspective. This paper holds that, to a great extent,"new public service"rectifies and transcends the deviation of "new public management", since it empathizes on public interest and citizenship besides efficiency and effective of service by bringing forth new methods and techniques in public management.
