论公共健康的伦理本质

伴随社会、经济和科学技术的发展,以及诸如"非典"、禽流感等流行病的不断发生,公共健康问题已经引起了各级政府和全社会的关注。对于公共健康的伦理本质,我们可以从公共健康的概念、公共健康作为起源与存在的合伦理目的性、公共健康作为社会制度的伦理正当性以及公共健康作为行为原则和规范的道德品格性四个方面来加以讨论。

On the Ethical Nature of Public Health

With the development of society, economy, science and technology, as well as the outbreaks of epidemics like SARS and bird flu, public health attracts the attention of the whole society. This article intends to discuss the ethical nature of public health, which can be summarized as four aspects-the concept of public health, the ethical purpose as the origin and existence, the ethical justice as the social system and the moral character as behavior principle and code.
