粮食安全视角下我国农田水利基础设施的发展现状与对策——基于我国6省6村的实证研究

通过实证表明,现代化发展战略的冲击、社区组织地位被动、农户集体非理性、城乡经济发展不协调等因素在不同程度上影响着我国农田水利基础设施功能的有效发挥,这也进一步威胁着我国粮食安全的稳定和发展。因此,只有从这些方面入手才能更好地解决我国农田水利基础设施方面存在的问题,为我国的农业生产创造良好的生产条件,进而保障我国的粮食安全。同时还指出,与农村发展相关的研究既要强调社区层面的实地调查,又要强调农业和技术之外的制度因素。

Development Status and Countermeasures of Irrigation and Water Conservancy Infrastructure under the View of Food Safety in China---An Empirical Study Based on Data from 6 Villages of 6 Provinces in China

Based on the empirical data , this paper pointed out that the impact of modernization develop-ment strategy,the passive position of community authority ,collective irrationality of farming households ,inhar-monious urban and rural economy affected the functions of the infrastructure of farmland irrigation and water conservancy ,which,in turn,affected the stability and development of food security in China .Therefore,solutions to these problems were the key to improving the infrastructure of farmland irrigation and water conservancy , creating good production conditions for agricultural production and ensuring food security in China .Meanwhile , this paper suggested that study related to rural development should emphasize the investigation of community facts and the institution elements outside agriculture and technology .
