| Abstract: | Poverty is a rooted social problem which puzzles the humankind for a long time.The policy of helping the poor reflects the government's analysis and the understanding degree of the poverty,and furthermore it affects the practice and the result of helping the poor directly.Woman's employment condition has an important influence on the whole condition of the western poor area. |
