Water and the History of China*

Water is the source of all life, and is closely related to human civilization. It had a special significance in China, so the ancient Chinese created the dragon god as a symbol of China, the Chinese and Chinese civilization. It can be said that the unique hydrological conditions on the territory of China created three great historical miracles: China, the Chinese people, and Chinese civilization. The Chinese have dedicated more effort than people in any other countries to water control and water use in order to make effective use of water resources and prevent flooding. It is their unparalleled achievements that have laid the foundation for these three miracles. Today, the Chinese people are facing unprecedented challenges in water control and water use. Exploring the historical Chinese relationship with water offers a good opportunity to understand the important role that water plays in long-term social development.     

Stakeholder Perspectives on Children's Mental Health Needs and Supports in Six Low‐ and Middle‐Income Countries

Low‐ and middle‐income countries (LMIC) are faced with disproportionately high levels of unmet child mental health needs. This study explored through interviews the perspectives of 17 inter‐agency service stakeholders from Brazil, Indonesia, Kenya, Pakistan, Rwanda and Turkey on existing supports and challenges. Four themes emerged on the holistic nature of children's mental health needs linked with disadvantage; limited resources and skilled workforce; stigma; and strategies for future implementation, including awareness, parental engagement, skills‐based programmes and cultural adaptation. Stakeholder input is essential in conceptualising, developing and evaluating culturally appropriate interventions for vulnerable children in LMIC.     

A systematic review on the application of dialogue in public relations to information communication technology-based platforms: Comparing English and Chinese contexts

This study aims to systematically analyze and compare studies applying the dialogue approach in public relations to information communication technologies (ICTs) under English and Chinese context. Specifically, we want to investigate the subjects, the adoption of dialogic principles, and the processing of additional valuables of dialogue in selected studies. By identifying 68 relevant peer-reviewed journal articles under English context and 13 under Chinese context, we analyzed different subjects in selected publications, including their research topics, methods, samples and objectives. Moreover, our study also revealed the following results: (1) three dialogic principles were well adopted while the other two were not; (2) public engagement was the most common effect; (3) organizational response was the most common antecedent to dialogue implementation. Future studies are recommended to diversify research methods, topics and relevant technologies. We also call for developing theoretical models for dialogue in public relations and updating dialogic principles and measurements. Based upon the fact that the dialogue approach is less studied under Chinese context, we also offer a path to construct effective and ethical communication between organizations and publics on various ICT-based platforms in Greater China.     

Through a filtered lens: unauthorized picture-taking of people with dwarfism in public spaces

People with dwarfism often encounter discrimination in their daily interactions with strangers. Staring, harassment and infantilization are some of the behaviours they have reported to encounter. Through two qualitative research studies conducted in 2013 and 2015/16 it was revealed that people with dwarfism also experience strangers taking unauthorized pictures of them. This article explores this phenomenon in depth, utilizing the perspective of individuals who have experienced it first hand and analysing the relevant socio-historical influences. These include the history of the photographic exploitation of ‘abnormal’ bodies, and the cultural construction of a ‘dwarf’ as an object of entertainment. This article engages gaze theories in gender and race and ethnicity studies as well as a discussion of Foucault’s interpretation of the ‘panopticon’, positing that the advent of the cell-phone camera in the twenty-first century has altered how ‘abnormal’ bodies are recorded within oppressive ideological beliefs.     

Examining the Nursing Home Physical Environment Through Policy-Driven Culture Change

A critical need exists to challenge approaches to nursing home care due to rigid organizational factors and hospital-like culture. It has been argued that resident care needs to move toward a person-centered approach by addressing the organizational, social, and physical environments in nursing home facilities, a process often known as culture change. In response to this need, the Centers for Medicare & Medicaid Services (CMS) has created funding for pay for performance (P4P) nursing home incentive programs to allow nursing home providers to receive CMS reimbursements for culture change in the facilities. Through care staff interviews, site observations, and a document review, this qualitative study assesses the impact of a Midwestern state P4P incentive program in three participating nursing homes. Using an environment and behavior (E-B) policy orientation framework, this study examines culture change through a focus on policy, the physical environment, place attachment, and social and psychological processes in the study settings.     

Colonized Silence: Confronting the Colonial Link in Rural Alaska Native Survivors’ Non-Disclosure of Child Sexual Abuse

Though there is evidence linking the history of colonialism and oppression of Indigenous people to the high rates of rape and child sexual abuse experienced by this population today, it is less understood how colonial processes, past and present, condition the decision to disclose or report victimization. Drawing on a survivorship storytelling study of rural Alaska Native survivors of child sexual abuse, this paper underscores the importance of centering colonialism in understanding the culture of silence surrounding sexual victimization among Indigenous people. Results show that reasons for non-disclosure are quite embedded within larger social, historical and political themes of colonialism, oppression, and marginalization. Implications for policy and praxes are discussed, as well as a broader mandate of social change to remove barriers to disclosure.     

Chinese youth performing identities and navigating belonging online

This paper examines the experiences of belonging of young Chinese internet users through an analysis of their online identity practices. Drawing on a qualitative research project about online citizenship practices of 31 young Chinese citizens from mainland China, I explore their experiences of belonging on two online platforms (Weibo and WeChat) and the identities formed and sustained through these experiences. The results show that young people experience different senses of belonging in different social media spaces. Their strategies in navigating these experiences are informed by (a) their perceptions of online spaces as private or public, and (b) using online identity performance as a supplement to or escape from identities in physical life. I argue that young Chinese internet users experience different senses of belonging by flexibly appropriating the affordances of social media platforms for communication and networking; these senses of belonging play a key role in forming and sustaining their identities, and are crucial for their wellbeing.     

Social service purchasing in China: Rationale,features, and risks

As part of a broader program of market reform, China's local governments are progressing an agenda of purchasing child welfare and other social services from the nongovernment sector, primarily to expand capacity and address vast unmet need. This paper draws on current research evidence to explore the approaches to purchasing emerging in China, examining the rationale for purchasing and models of supply, competition, and regulation. While some approaches are modeled on direct service contracting, direct purchasing of social service “posts” is also used, aimed at achieving goals of professionalization alongside service expansion. Overall, the review shows purchasing is helping to rapidly expand service scale and capacity; however, regulatory strategies for managing and mitigating risks to quality and access appear lacking. This highlights the need for further scholarship aimed at developing the robust risk management strategies which are required to support high quality, sustainable provision of purchased services.     

Creating a positive emotional culture: Effect of internal communication and impact on employee supportive behaviors

The study surveyed 506 employees in the United States to test the effect of internal communication (i.e., corporate-level symmetrical and leadership-level responsive communications) on fostering a positive emotional culture characterized by companionate love, joy, pride, and gratitude. In addition, we tested the interplay between corporate internal communication and a positive emotional culture and its influence on supportive employee behaviors, specifically, organizational citizenship behavior (OCB) and employee advocacy. Results indicated that symmetrical communication and responsive leadership communication cultivated a positive emotional culture in organizations. Such culture also fostered employee OCB and advocacy. Moreover, corporate symmetrical communication directly and positively influenced employee OCB. Finally, this study found that employee OCB positively affected employee advocacy. The theoretical and practical implications of the findings for public relations scholars and practitioners were discussed.
