中国“碳中和”目标的实现路径与模式选择

围绕中国碳中和目标的实现路径与模式选择问题，提出了一个中国应对气候变化整体治理模式，即多阶段混合主导型碳中和实现模式。这一模式是以国家为核心，在一定时期和内外环境约束下，通过减排和增汇路径，对中国境内由人类活动造成的CO2排放与人为CO2吸收量之间关系进行调整和平衡的过程；其内部由宏观、中观和微观三层结构组成，每层结构各不相同。多阶段混合主导型碳中和实现模式的提出，拓展和完善了气候变化整体治理理论，为气候变化治理提供了机制借鉴。     

Toward a sociology of global comparative placemaking

I call for a globally informed sociology of comparative placemaking that integrates historical and contemporary processes and includes the ephemeral, institutional, and personal. By placemaking, I am referring to the explicit or tacit cooperation among people to create, maintain, and give meaning to places in space through bodily occupation given differential resources and constraints. I review select place, space, and community-based literature about urban, Black, migrant, LGBTQ, and international populations to think about how we can build upon and integrate multiple theoretical, methodological, and epistemological insights to form an explicit placemaking research agenda. A US focus on neighborhoods contrasts with a comparative examination of global urban networks, social polarization, and transformation of the built environment in the interdisciplinary field of global urban studies (Ren, 2018). I argue for a placemaking research agenda that bridges insight from US Urban Sociology with Global Urban Studies to consider how various structures and actors constrain and facilitate place projects. With a globally reaching and comparatively informed sociology of placemaking, we can illuminate our multi-structured story of place and agency in context. We can answer questions about how and why we co-create and are simultaneously disciplined by the process of creation.     

考虑进口配额的跨国供应商选择与订单分配模糊多目标优化决策

针对跨国供应商选择与订单分配问题,在考虑进口配额限制和需求不确定的情境下,构建了一个实现核心制造商利润最大化和供应商交货质量最大化的模糊多目标混合整数规划模型。该模型考虑汇率、关税等多个全球因素,采用一种交互式模糊多目标规划方法对模型进行求解,并应用一个算例进行验证。研究表明:1.存在进口配额限制时,制造商会优先考虑低成本高质量的海外供应商,达到配额限制后再选择本土供应商补充剩余订单;2.人民币汇率正向影响制造商海外采购。当人民币汇率上升时,制造商进口成本降低,其会将更多订单分配给海外供应商;3.关税负向影响制造商海外采购。当关税上升时,制造商会减少关税高的供应商的进口数量,选择替代供应商来满足其需求。由此获得如下管理启示:1,制造商企业在选择跨国供应商时,应重点关注本国的进口配额政策,使供应商多样化以减少针对单一供应商配额政策剧烈波动对制造商采购成本和企业利润的不利影响。2.汇率时刻都在变动,制造商企业应关注本国和供应商所在国的长期汇率政策以及短期突发事件对汇率的影响,及时调整订单分配决策。3.制造商企业在选择供应商时,需要对供应商所在国的短期和中长期关税政策进行综合评估。     

The middling mobile: finding place in the liquid city

The middling mobile, differentiated by their modest and unsure mobility, are a vast of bulk of people who intend or expect to move on. As they travel, they tread differing intensities of rhythm and social embeddedness felt to be chaotic, constraining, liberating, or comforting. Owing to their aspirations to ‘get out’ of a rhythmic life, or to move somewhere familiar, the middling mobile use movement and rootedness to navigate and manage everyday life in the liquid city. My analysis offers a holistic exposition of a life that flows between mobility/immobility and rhythmic/arrhythmic forms, and the transitions between them.     

全球价值链背景下加工贸易企业升级路径分析

金融危机以来国际贸易保护主义色彩浓郁，中国内部粗放型经济增长方式存在一定的不可持续性和人口红利开始逐渐消失，中国加工贸易嵌入发达国家主导的全球价值链低附加值和低生产率问题引起了学者的注意。随着外部贸易环境、国内新常态要素禀赋结构的变化和深化供给侧结构性改革的需要，推动加工贸易企业升级已经成为中国经济结构调整的一个重要部分。通过分析中国加工贸易的起源、发展和现状，描述全球价值链背景下加工贸易的若干特征和“低端锁定”问题，引出了融资约束对企业经营决策、出口行为以及企业全球价值链上地位的影响，并围绕以生产过程、产品升级和功能升级为主的产业内升级和以劳动密集型向技术密集型转变为特征的产业间升级两个角度，提出了中国加工贸易企业在全球价值链上攀升的路径。研究认为，着重强调人力资本积累、本土企业技术外溢的吸收能力以及自主研发能力的培养，同时结合国际产能合作和“一带一路”倡议等现实背景，实现东西双向开放，塑造以我为主的包容性的区域价值链和国内价值链等，是中国加工贸易企业升级的路径和新机遇。     

Global Climate Emergency: after COP24, climate science,urgency, and the threat to humanity

ABSTRACT

This Special Editorial on the Climate Emergency makes the case that although we are living in the time of Global Climate Emergency we are not yet acting as if we are in an imminent crisis. The authors review key aspects of the institutional response and climate science over the past several decades and the role of the economic system in perpetuating inertia on reduction of greenhouse gas emissions. Humanity is now the primary influence on the planet, and events in and around COP24 are the latest reminder that we live in a pathological system. A political economy has rendered the UNFCCC process as yet a successful failure. Fundamental change is urgently required. The conclusions contain recommendations and a call to action now.     

‘Systemic thinking’, ‘regenerative culture’, and new forms of prefigurative politics: challenges for the global left

ABSTRACT

One of the aspects of the current crisis of the Left is an ‘epistemological blindness’ that prevents it from identifying opportunities for its own renewal. That includes the dismissal of the contribution of prefigurative forms of collective action which do not fit its institutionalized orthodoxies. Their most significant expression is a range of grassroots initiatives based on ‘systemic thinking’ and aimed at promoting a ‘regenerative culture’. It includes non-capitalist economic initiatives, such as those of the transition movement, social and solidarity economy and the Global Ecovillage Network, as well as of the temporary communities created by Occupy Wall Street movement and the Dakota Access Pipeline protests. They regard social polarization, patriarchy, and the crisis of democracy as interconnected dimensions of a civilizational dysfunction that asks for whole-systems solutions. Such approach, if adopted by the Left, may contribute to its renewal and political strengthening.     

Understanding labour processes in global production networks: a case study of the football industry in Pakistan

ABSTRACT

Over the last few decades, the changing nature of global production and distribution processes has raised a number of critical questions regarding work and employment relations. Presenting a qualitative case study of the football industry in Pakistan as an example of the general mechanism of the social relations of re/production in a global system of industrial organization, this research highlights how and under what conditions informal workers are embedded in extended global production networks. By drawing on the integrated conceptual framework of the global production network (GPN) and labour process theory (LPT), this research sheds light on the working conditions and living realities of informal workers. A potential contribution of this paper is to extend the horizon of production network theory by analysing the work and employment conditions of informal workers, which are absent in existing discussions of these conceptual frameworks.     

Neo-colonial dynamics in global professional service firms: a periphery perspective

ABSTRACT

This article analyses neo-colonial dynamics at peripheral units of a Western global professional service firm. Drawing on postcolonial theory, an empirical study at global news agency Reuters’ subsidiaries in Mumbai and Bangalore shows how socio-ideological and technocratic control mechanisms allow subsidiary workers to elevate their status, while still cementing their role as dominated in the global hierarchy and silencing any resistance. Thus, on the one hand, it might appear that the global service firm provides periphery units the opportunity to become equals of core units, representing a ‘nurturing’ role achieved by instilling aspirational values and shaping imaginations. On the other hand, coercive and universalising routines such as performance assessments highlight the ambivalent nature of global firm initiatives to incorporate the periphery on an equal footing with core units, demonstrating the countervailing nature of contemporary power relations.     

Comfort Women: Enhancing Students’ Global Awareness through Human Right Education

Abstract

Teaching about the comfort women of World War II offers a compelling case study for the social studies classroom and human rights education. The topic will educate students to become knowledgeable about the larger world and its dark histories that have been omitted or scarcely mentioned in U.S. history textbooks. This article provides high school social studies teachers with the historical background of comfort women, rationales for including this topic in social studies curriculum, and teaching strategies and resources that teachers can use in their classrooms.
