“政策领域-时间维度”双重视角下新能源汽车产业政策央地协同研究

本文以2009—2018年间中央及地方（以北京市等四个地区为例）颁布的263项新能源汽车产业政策为研究样本,从实施领域角度,将产业政策分为财税支持、行业规范、规划引导、监督保障、其他措施等五类,经政策分解,将政策片段与新能源汽车产业链五个环节进行匹配;在此基础上,测度不同时期产业政策央地总体协同度与政策实施领域间的协同度,并通过逐步回归法,确定影响政策协同的各政策效力指标灵敏度。研究表明："中央-北京"和"中央-深圳"的政策措施协同趋势基本一致,产业价值链各环节发展较均衡,而"中央-上海"和"中央-江苏"的政策措施协同趋势基本一致,存在"重使用、轻研发、轻市场"等失调现象;四地区与中央政策措施的协同差异主要体现在研发、生产和回收环节,提升"政策引导"和"保障措施"指标的政策效力有助于提升央地协同水平。根据政策分析,未来政策制定需从优化中央政策推广方式和加强监管保障等政策措施着手,根据产业链不同环节状况适时调整政策措施。     

Reconceptualizing migration as a household phenomenon: outmigration from New York City by race and Hispanic origin

The distribution of single- and multi-origin households by race and Hispanic origin permits a more rigorous analysis of household migration differentials....and the disaggregation of household members by migration status provides insight into the household outcomes of the migration process...." The relationship between burnout and risk-taking in workplace decision-making and decision-making style

This study aimed to investigate what decision-making styles might be exhibited by employees who experience burnout. Using a Work Risk Inventory (WRI), developed for this study, which included generic workplace scenarios, it was also explored whether such employees take relatively more risky decisions. Risk was conceptualised as the adoption of decisions that threaten one’s reputation at work, job performance and job security. The mediating effect of the likelihood and seriousness of the consequences of the worst that could happen in each given scenario on the relationships between dimensions of burnout and risk-taking was also tested. A total of 262 employees in various occupations completed an online survey, including measures on burnout, decision-making styles and the WRI. As predicted, dimensions of burnout – exhaustion, cynicism and professional inefficacy – correlated significantly with avoidant decision-making and negatively with rational decision-making. The seriousness of the consequences of the worst-case scenario occurring mediated the relationship between professional inefficacy and risk-taking. In the context of identifying mechanisms by which burnout leads to risky decision-making, the findings suggest that employees’ sense of professional inefficacy determines their risky decision-making. The contribution to theory and implications for practice are discussed.     

Ethnic studies,citizenship education,and the public good

Since the 1990s, ethnic studies and other components of multicultural education have been criticized by neo-conservative and assimilationist scholars who maintain that school diversity initiatives weaken national identity and fail to help students attain the knowledge, attitudes, and skills needed to function effectively in the national mainstream culture. The banning of ethnic studies courses in the Tucson (Arizona) Unified School District in the USA was a widely publicized manifestation of the neo-conservative response to multicultural school initiatives. This article describes neo-conservative critiques of ethnic studies, and argues that ethnic studies is an important component of US history that is required to help students become effective and thoughtful citizens in a democratic nation and global world.

'The grit in the oyster': Community development workers in a modernizing local authority

This article offers a brief overview of the challenges facingUK local authorities, including the need to enhance public participationin decision making and service delivery, improve service performanceand increase partnership working. It explores the potentialcontribution of community development work to meeting thesechallenges, drawing on a case study of one UK county council.The essential tensions and conflicts in the role of communitydevelopment workers in a local authority are highlighted, showinghow the modernization process introduced by the New Labour governmentis adding further layers of complexity and ambiguity.
