As part of the celebration of the 40th anniversary of the Society for Risk Analysis and Risk Analysis: An International Journal, this essay reviews the 10 most important accomplishments of risk analysis from 1980 to 2010, outlines major accomplishments in three major categories from 2011 to 2019, discusses how editors circulate authors’ accomplishments, and proposes 10 major risk-related challenges for 2020–2030. Emergency material allocation is an important part of postdisaster emergency logistics that is significant for improving rescue effectiveness and reducing disaster losses. However, the traditional single‐period allocation model often causes local surpluses or shortages and high cost, and prevents the system from achieving an equitable or optimal multiperiod allocation. To achieve equitable allocation of emergency materials in the case of serious shortages relative to the demand by victims, this article introduces a multiperiod model for allocation of emergency materials to multiple affected locations (using an exponential utility function to reflect the disutility loss due to material shortfalls), and illustrates the relationship between equity of allocations and the cost of emergency response. Finally, numerical examples are presented to demonstrate both the feasibility and the usefulness of the proposed model for achieving multiperiod equitable allocation of emergency material among multiple disaster locations. The results indicate that the introduction of a nonlinear utility function to reflect the disutility of large shortfalls can make the material allocation fairer, and minimize large losses due to shortfalls. We found that achieving equity has a significant but not unreasonable impact on emergency costs. We also illustrate that using differing utility functions for different types of materials adds an important dimension of flexibility.  相似文献

This paper discusses a number of the key challenges to the acceptance and application of probabilistic risk analysis (PRA). Those challenges include: (a) the extensive reliance on subjective judgment in PRA, requiring the development of guidance for the use of PRA in risk-informed regulation, and possibly the development of robust or reference prior distributions to minimize the reliance on judgment; and (b) the treatment of human performance in PRA, including not only human error per se but also management and organizational factors more broadly. All of these areas are seen as presenting interesting research challenges at the interface between engineering and other disciplines.  相似文献

This article presents a natural conjugate prior for the nonhomogeneous Poisson process (NHPP) with an exponential intensity function, for modeling the failure rate of repairable systems. The behavior of the conjugate prior distribution with respect to its parameters is studied, and the use of this prior in Bayesian estimation is compared to two other estimation approaches (the use of independent prior distributions, and the bivariate normal distribution). The use of the conjugate prior proposed here facilitates Bayesian statistical analysis of aging. In particular, the proposed prior allows us to explicitly account for dependence between the initial failure rate and the aging rate. This is a significant improvement over the assumptions made in most prior work (either the assumption that the aging rate is known, or the assumption that the initial failure rate and the aging rate are independent). Monte Carlo simulation shows that Bayesian estimation using the proposed prior generally performs at least as well as Bayesian estimation using independent priors for the initial failure rate and the aging rate,except in the case where the prior distribution underestimates both the initial failure rate and the aging rate.  相似文献

In commemorating the 40th anniversary of Risk Analysis, this article takes a retrospective look at some of the ways in which decision analysis (as a “sibling field”) has contributed to the development both of the journal, and of risk analysis as a field. I begin with some early foundational papers from the first decade of the journal's history. I then review a number of papers that have applied decision analysis to risk problems over the years, including applications of related methods such as influence diagrams, multicriteria decision analysis, and risk matrices. The article then reviews some recent trends, from roughly the last five years, and concludes with observations about the parallel evolution of risk analysis and decision analysis over the decades—especially with regard to the importance of representing multiple stakeholder perspectives, and the importance of behavioral realism in decision models. Overall, the extensive literature surveyed here supports the view that the incorporation of decision-analytic perspectives has improved the practice of risk analysis.  相似文献

The most recent U.S. Nuclear Regulatory Commission (NRC) statement of safety goal policy is a significant advance over previous versions. However, some areas of the policy are still in need of refinement, and the resolution of several key questions was deferred pending further review. Toxic torts are product liability cases dealing with alleged injuries due to chemical or biological hazards such as radiation, thalidomide, or Agent Orange. Toxic tort cases typically rely more heavily than other product liability cases on indirect or statistical proof of injury. There have been numerous theoretical analyses of statistical proof of injury in toxic tort cases. However, there have been only a handful of actual legal decisions regarding the use of such statistical evidence, and most of those decisions have been inconclusive. Recently, a major case from the Fifth Circuit, involving allegations that Benedectin (a morning sickness drug) caused birth defects, was decided entirely on the basis of statistical inference. This paper examines both the conceptual basis of that decision, and also the relationships among statistical inference, scientific evidence, and the rules of product liability in general.  相似文献
