中国近现代大学诞生于清朝末年,一开始就是政府的附庸,受政府的严格控制。但随着大学与政府各自权能的演变,特别是在中国改革开放以后,大学开始寻求自主发展之路。探究这一嬗变历程,可以得知:从政府控制走向政府监督是中国大学与政府关系发展的必由之路,也是中国大学与政府关系发展的祈求。

From Government Control to Government Supervision--An Inquiry into the Relationship between Chinese Universities and the Chinese Government

Contemporary Chinese universities derive from the late Qing Dynasty (late 19th century), and they are the dependencies of the Chinese government from the very beginning and strictly controlled by the party-government synergy. However, the evolvement of their respective functions in universities and government alike, especially after the implementation of the opening-up policy in late 1970s, has witnessed a new trend of independent development in Chinese universities. An inquiry into this process offers an insight into the relationship between Chinese universities and the Chinese government, which is characterized with the feature of from government control to government supervision.
