城市社区腐败及其源头治理

社区腐败是指在社区民主机制扭曲以致失灵的情况下，行政机制对居民基本权益的侵害而引发的腐败行为。居委会干部的任命制，社区重大决策的家长制，公共资源的选择性分配和社区监督机制的虚化是其主要表现。政社合一的社区管理体制，社区决策体制不完善，社区运作行政化和居委会角色冲突是导致社区腐败的重要原因。深化社区体制改革，推进民主机制建设，培育社区专业性组织以及加强社区教育是实现从源头上预防和消除社区腐败的必由之路。
