政治腐败的根源研究

腐败已经成为一个全球性、历史性的难题,它正在或已经渗入各国政治、经济、社会、文化等各个领域。腐败的根源,正如腐败的产生,是极其复杂的。以往我们在解释腐败的原因时,都归结为两方面,一是剥削阶级的影响,二是制度尚未完善。但是,随着反腐败斗争的深入开展和对腐败现象的深入研究,关于腐败成因的主要理论观点也越来越多,权力寻租、权力失监和现代化都会导致腐败,价值失范、道德约束乏力和强国家弱公民社会也会造成腐败,薪俸过低容易导致腐败在国际上已经成为共识,历史因素和外来因素可以诱发腐败,德治思想和清官崇拜意识导致腐败,腐败成本过低也是导致腐败的根源。

Corruption which is penetrating or has penetrated into the sphere in terms of politics,economy,society,culture and so on has been a global and historical problem.The root of the corruption as well as the production of the corruption are especially complicated.When we talked about the causes of the corruption in the past,we can concluded two aspects for the causes: the one is the influence of the exploited class,the another one is that the system was still not completed.However,as the deeply carry out of the anti-corruption fight and the deeply study on the phenomenon of the corruption,the main opinions regarding the cause of the corruption are more and more,the hire and lacking of supervision of the power and modernization all can bring out corruption,as well as lacking value regulated and sanction of the ethic and strengthful state with feeble civil society.That the low salary will bring out corruption has been a common understanding over the international society,the historical and external factors can cause the corruption,the ideas of ruling by moral and worshiping honest and upright official cause the corruption,the excessively low cost of the corruption is also the root of the corruption.
