| 摘 要： | 政府采购作为一种公共采购制度,在西方国家的使用由来已久。经历了两个世纪的历史沉淀后,已经被世界各国广泛接受和采用。然而在我国,这种提高效率和减少腐败的手段却频频导致寻租行为。因此,怎样减少政府采购中的寻租行为,提高政府采购效率就成为了我国经济管理学界亟待解决的问题;而以往学者的研究,并未提出切合中国实际的可行性措施。通过分析中国政府采购现状,并结合政府采购委托代理理论和三方决策模型,以用最低信息量实现最优采购效率为切入点,提出了切实可行的操作性意见。
