教育资源优化配置与共享的现实基础与制度安排：以南京市为例

教育资源是指蕴涵了特定的教育信息，能创造出一定教育价值的各类资源的总称，包含人力资源、资金资源、技术资源等等，是一种高度稀缺的公共资源，其配置状况直接关系到经济社会的全面发展。经过多年的努力，我国在教育资源配置方面已经取得了显著成就，资源供给规模不断增加、配置效率不断改善，但是仍不能满足经济社会发展的现实需要，必须进一步创新教育资源优化配置的方式，提高教育资源配置的效率。我国教育资源的区域差异非常明显，面面俱到的分析比较困难，因而我们选择南京市这样一个教育资源比较丰富的地区作为切入点，所探讨的问题和经验将会具有一定的代表性和借鉴意义。
