| 摘 要： | 联邦制国家的均衡性和非均衡性也可称作对称性和非对称性。其中,前者指整个联邦的政治文化、价值观念以及其它各种资源均质地或大体均质地分布于各个成员单位之间,后者指的是联邦内部的各个成员单位之间在政治文化、价值观念以及各种资源的拥有量等方面存在的数量差异,甚至是质的差异。均衡性与非均衡性对于联邦制国家的内部运行及其稳定性具有至关重要的意义。正是在这一点上,经济全球化严重损害了联邦制国家原有协调非均衡性发展的宪政安排。

| Abstract: | Balance and non-balance of federal political system are also called symmetry and non-symmetry.The former means that political culture,idea of value and other sources equally or basically equally distribute among each member unit.The latter refers to the numerical or even qualitative difference of political culture,idea of value and possession of all sources among each member unit inside the federal.Balance and non-balance are significant to inner operation of federations and its stability.Based on it,the original constitutionalism arrangement of harmonizing non-balance development of federations seriously damaged by economy globalization. |
