论政府的道德责任

现代社会对政府提出的挑战与政府的道德责任问题相关。政府在其进行决策和采取行动时尽管有多种多样的理由,但必需承担相应的道德责任。政府之所以应该承担道德责任,是由建立良好社会秩序、促进社会发展与规范政府行为的需要所决定的。政府只应该承担适度的道德责任。这种适度的道德责任主要包括实现个人权利、提供公共物品与推动社会发展。为了实现这些责任,政府就需要健全制度、经营实体与合理行使权力。

On the Moral Responsibilities of the Government

The challenge to the government is related to the moral responsibility of the government in the modern society.Although there are many accuses for the government when it is making decisions or taking actions,it should shoulder all the necessary moral responsibilities due to the necessity to construct good social orders,promote social development and regulate the behavior of the government.What's more,the government needs only to shoulder a proper part of the moral responsibilities,including the realization of personal right,providing shared facilities and promoting social development.To fulfill these responsibilities,the government should accelerate certain constitutions,operate realities and exert rights rationally.
