摘    要:大都市区正在成为各国经济生活、资本形成和国际竞争的主要空间尺度与结构,大都市区化已成为不可避免的趋势。城镇人口比重超过50%通常是由传统城市化转入大都市区化阶段的分水岭,我国目前正处在城市化阶段转变的关键时刻。轨道通勤圈是界定大都市区的重要标准,也是区别大都市区与蔓延式大城市及城市群的主要准绳,市郊通勤铁路应该得到特别重视。在大都市通勤区内以TOD模式实现居民职住平衡,改造传统大城市由于时空阻滞导致的各种城市病,提高各大都市区的社会经济活力,才能引领大中小城市合理分工与布局,并支撑相应城市群的形成。必须尽快研究我国大都市区的官方定义,填补城市化战略的重要缺环,把各百万人口以上蔓延式的传统特大城市转型为现代大都市通勤区,并将政府的行政组织与权力结构进行相应尺度的重组,避免由于行政碎片化的延误而付出过大代价。

Abstract:Metropolis is becoming the bridgehead of capital accumulation, economic competition and social life in all countries. The metropolitanization has hence become an inevitable tendency in urbanization. The urban population exceeding rural population marks the transformation from traditional urbanization to metropolitanization. China is just in the critical period of the transformatiorL The commute region of rail transit is an important criterion of not only demarcating metropolis, but also distinguishing metropolis from big sprawl cities and megalopolis. Therefore, great attention should be paid to city-suburb commuting railways. The employment of TOD mode in the metropolitan commute regions can help achieve the residency and iob-housing balance, cure different kinds of city diseases caused by spatiotemporal blockage in traditional big cities, and improve socio-economic vitality in metropolis. It also contributes to developing a reasonable distribution and layout of small and medium-sized cities, and facilitates the formation of megalopolises. This article proposes that it is critically important for our country to define "metropolis" officially immediately, filling up the gaps in urbanization policies and strategies, and that it is beneficial to transform traditional big cities with more than one million populations into modern metropolitan commute regions and reorganize the administrative structures accordingly to avoid excessive costs caused by administrative fragments.
