| 摘 要： | 发展政治学原理认为 ,处在现代化进程中的国家 ,其腐败程度较之传统和现代时期更为严重。我国新旧体制转型过程中滋生的腐败现象有其特殊性。腐败的实质是公共权力的异化。要有效地防止和反对腐败 ,关键在于建立一套权力制约机制。

| Abstract: | Development political theory pointed out that corruption is more serious when a state is in the course of modernization than in the course of traditional and madern times.The corruption has its particularity.The crux of corruption is the dissimilation of public power.If we want to prevent and fight against corruption effectively,the key is to set up an interaction system of power. |
