| 摘 要： | 在坚持社会主义基本制度的前提下 ,削减公权 ,减少政府干预 ,理顺监督体制和发挥经济手段在惩罚腐败中的作用 ,可以降低反腐败的成本 ,提高反腐败资源的效益 ,从而提高对腐败问题的惩治概率和处罚力度 ,减少腐败产生机会 ,提高腐败所付出的成本 ,从根本上有效地遏制腐败现象的滋生蔓延。

| Abstract: | On the premise of sticking to the basic system of socialism,cutting down official power and government intervention,straightening out supervisory system and making full use of economic measures in punishing corruption may lower the cost of anti-corruption,increase the anti-corruption resources,so that the probability and dynamics of punishing and eliminating corruption will be enhanced, the chance of corruption lessoned, the cost of corruption raised, and therefore corruption will be thoroughly and effectively stopped. |
