| 摘 要： | 在经济快速一体化的前提下，出于移民控制、边境安全、应对新安全形势及保障人权的需要，欧盟确立了在司法与内务合作领域的政策目标。但欧盟在司法与内务合作领域的改革也面临一些问题，特别是某些国家在该领域享有的特殊地位构成了一体化的主要障碍。为实现成员国与欧盟超国家机制间利益的协调，建立并促进更紧密合作机制的有效实施成为一种积极的应对方式。

| Abstract: | With the rapid development of economic integration ,EU has to face the problems of im-migration control ,border security ,new security situation and human right protection .Out of those considerations ,EU has established its policy targets in the areas of cooperation in justice and home affairs ,but the reform is faced with some dilemmas ,especially some countries’ special sta-tus in the area which constitutes the main obstacle of its integration .In order to achieve the inter-est coordination between member states and EU supranational mechanism ,a positive counter-measure is to establish and effectively implement the closer cooperation mechanism . |
