廉政风险防控在实践中的困境与对策探讨

廉政风险是指公职人员在执行公务或日常生活中不能廉洁从政而发生腐败行为的可能性。廉政风险防控作为我国反腐倡廉建设的一个创新举措，自2011年在全国推广实施以来，取得了显而易见的成效。但在基层实践中也存在缺乏理论指导、缺乏高层次制度规范、缺乏社会参与度和缺乏基层执行主体的支持等困境。为了更好地推进廉政风险防控工作，提高其有效性，需要加强理论研究，做好廉政风险防控的“顶层设计”；推进综合配套改革，提高廉政风险防控指导规范层次；创造条件增加社会参与程度，提高风险点排查的真实性；借助科学信息系统技术，创新廉政风险防范管理机制。

Analysis on Difficulties and Countermeasures of Control the Risk of Incorruptible Government in Practice

The risk of incorruptible government refers to the possibility of public officers＇ being dishonest and corrupt in the performance of official duties or in daily life. As an innovative measure of anti - corruption in China, risk control of incorruptible government has achieved obvious results across the country since 2011. However, in practice there are difficulties because of the lack of theoretical guidance, high -level system, social participation, and steady implementation of the grass roots. In order to promote risk control and improve its effectiveness, we need to strengthen theoretical study and the ＂top- level design＂ of risk control of incorruptible government, to improve the level of guidance norms by promoting comprehensive reform, to enhance the authenticity of risk investigation by creating conditions for increasing social participation, and to innovate the management mechanism of risk control by using scientific information systems technology.
