学术论文一稿多投的"诊"与"治"

一稿多投是学术界由来已久且难以医治的顽症。究其原因,主要是科研压力之下作者的投机心态、作者投稿经验的匮乏、稿件时效性的压力以及网上投稿的便捷与低成本等因素使然。一稿多投会造成编方人力资源的浪费,容易引发一稿多发,挤占宝贵的版面资源,引起版权纠纷,破坏学术诚信,扰乱科研秩序。要从加强制度建设、加大惩罚力度、利用高科技进行防范、健全监督机制、加强学术道德教育、提高编辑效率等方面,把"他律"与"自律"结合起来,惩防并举,标本兼治,多管齐下,齐抓共管,从根本上规范科研活动,根治一稿多投顽症。     

就业优先:以"公平而有质量"的教育 在民族地区阻断贫困代际传递

“发展教育脱贫一批”是在民族地区实现共同富裕的重要方针。然而在“教育改变命运”的共识之外，布迪厄认为教育一代代地维持着对社会中下阶层的不公平的“文化再生产”理论，被一些学者应用于对我国少数民族教育的研究。如在“三区三州”等民族地区，代际间的贫困传递难以阻断，因家庭文化资本弱势而造成子女求学、求职受阻，看似可用“贫困文化的再生产”予以概括，但笔者不同意直接套用西方理论认定中国存在“教育不公平”的论述。因为我国社会实际与布氏提出“学校教育再生产社会阶层结构”观点之环境不同，有多项教育政策在切实保障着少数民族通过“教育改变命运”——当前在我国民族地区实现教育公平的主要障碍，并非 “文化再生产”的结构性阻力，而在于就业环节的阶段性困难。教育公平可分为起点、过程和结果三个环节，民族地区经多年教育扶贫，“起点”入学机会和“过程”教育质量已明显改善，而作为“结果”的就业环节亟待改善。以“就业优先”方针多渠道扩大少数民族就业，可激发内生动力、促进市场融入、巩固减贫成效和精准防控返贫，是助少数民族自主掌握教育“社会阶梯”和阻断贫困代际传递的有效路径。     

Ethical Numbers: Ethics Training in U.S. Graduate Statistics Programs, 2013–2014

As important members of research teams, statisticians bear an ethical responsibility to analyze, interpret, and report data honestly and objectively. One way of reinforcing ethical responsibilities is through required courses covering a variety of ethics-related topics at the graduate level. We assessed ethics requirements for graduate-level statistics training programs in the United States for the 2013–2014 academic year using the websites of 88 universities, examining 103 biostatistics programs, and 136 statistics degree programs. We categorized programs’ ethics training requirements as required or not required. Thirty-one (35.1%) universities required an ethics course for at least some degree students. Sixty-two (25.5%) degree programs required an ethics course for at least some students. The majority (77.4%) of required courses were worth 0 or 1 credit. Of the 177 programs without an ethics requirement, 19 (10.7%) listed an ethics elective. Although a single ethics course is insufficient for instilling an ethical approach to science, degree programs that model expectations through coursework point to the value of ethics in science. More training programs should prepare statisticians to consider the ethical dimensions of their work through required coursework. Supplementary materials for this article are available online.     

康区"三魔女",还是"康区三度母"——近代康区妇女精英研究

二十世纪上半叶康区三位著名妇女精英甘孜的孔萨?央金堪珠、德格的夏克? 泽旺志玛和瞻对的甲日?其美志玛在康区政治生活中扮演了重要的角色。她们之所以获得权力，是因为康区的传统习惯法以及清末和民国时期的法律都允许妇女在一个家族没有男性继承人的情况下继承名号和土司或头人的地位。为了获得和巩固政治地位，她们往往陷入多方势力的权力争斗中，这些势力包括其家族中的男性、来自其它家族的男性、地方军阀、中央政府，有时还有西藏地方政府。研究揭示了正是康区在夹缝中生存的各土司统治区域割裂、分权的性质为地方首领，特别是妇女领袖提供了较多的施展其政治才能的空间。     

Heteroscedastic Global Tests that the Regression Parameters for Two or More Independent Groups are Identical

Simulation results are reported on methods that allow both within group and between group heteroscedasticity when testing the hypothesis that independent groups have identical regression parameters. The methods are based on a combination of extant techniques, but their finite-sample properties have not been studied. Included are results on the impact of removing all leverage points or just bad leverage points. The method used to identify leverage points can be important and can improve control over the Type I error probability. Results are illustrated using data from the Well Elderly II study.     

君主专制与政治抵制:早期现代英国法律语境中的《复仇者悲剧》

英国自都铎王朝后期至斯图亚特早期，立宪君主论或混合君主论者抵制君权神授论，坚持家庭是一个自治的、涉及臣民私人权益的小政府，受到自然法、古代宪法或神圣法的保护。《复仇者悲剧》中公爵王室言行映射詹姆士一世在《皇家礼物》中所宣扬的君权神授论，温迪斯兄弟俩及追随者的复仇隐含当时的政治抵制学说，公爵王室与温迪斯兄弟俩的对立象征君权神授论与普通法理论的对峙。温迪斯兄弟俩却以威胁新君为由被处死，司法斗争简约为复仇冲动，维权英雄陡变为暴徒，暴君化身为明君，这暴露出君权神授论的悖论性和剧作家含混的复仇伦理。     

论“莱西会议精神”对新时期全面深化农村基层党组织建设的价值和意义

农村基层党组织是党在农村的神经末梢,也是党的路线、方针、政策的"终端"推动者和实践者。现阶段农村党组织建设面临新兴组织不断涌现与党组织作用削弱的不适应,"权力和资源缺失"与服务刚性增强的不适应,村民自治进一步发展与群众政治参与欠充分的不适应,群众诉求多样化与满足渠道单一的不适应,部分党员党性不强、意识淡化与始终保持先进性的要求不适应等问题。在加强以党支部为核心的农村基层组织建设的"莱西会议精神"指导下,全面深化农村基层党组织建设:思想上高度认识是前提,加强支部建设是核心,坚持法治、完善村民自治是重点,紧扣服务、创新制度是关键,统筹协调、综合配套是保障。

《墨子》是先秦时期重要的思想典籍。在文学史上，《墨子》以其突出的逻辑性和语言质朴著称。拟对《墨子》的修辞特点及其英译进行初步比较分析，以期丰富《墨子》的翻译研究。     

全球化与当代马克思主义中国化

全球化是人类社会发展的一个必然过程。马克思主义是全球化的产物,在全球化和马克思主义的共同作用下,结合中国具体实际,形成了中国化的马克思主义。全球化不仅对马克思主义传入中国和马克思主义中国化的推进产生了深刻的影响,而且对当今中国共产党的指导思想和社会政治现实产生了巨大的作用。     

Developing ethical approaches to data and civil society: from availability to accessibility

This research note reflects on the gaps and limitations confronting the development of ethical principles regarding the accessibility of large-scale data for civil society organizations (CSOs). Drawing upon a systematic scoping study on the use of data in the United Kingdom (UK) civil society, it finds that there are twin needs to conceptualize accessibility as more than mere availability of data, as well as examine the use of data among CSOs more generally. In order to deal with the apparent “digital divide” in UK civil society – where, despite extensive government rhetoric about data openness, organizations face not only the barriers of limited time, funds, and expertise to harness data but also the lack of representation within existing data – we present a working model in which ethical concerns accompanying data utilization by civil society may be better accounted. This suggests there is a need for further research into the nexus of civil society and data upon which interdisciplinary discussion about the ethical dimensions of engagement with data, particularly informed by insight from the social sciences, can be predicated.
