微公益凸显的伦理问题及对策探析

“微公益”是指从微不足道的小事入手开展公益活动，注重由少积多的公益行为。与传统的公益活动相比，微公益呈现出参与人数多、事情小、目标明确、针对性强、运用现代传媒方式等特点。结合微公益呈现的特点，对微时代下的人人公益行为以及微公益过程本身引发的伦理道德问题，如社会信任、道德自觉性、法律关系、公平性、权利与义务等问题进行深入剖析。通过问卷调查法、访谈法，对重庆市公民进行了关于微公益认识与伦理问题的调查研究，从伦理学、社会学的视角着手，介绍微公益伦理问题的表现，分析微公益伦理存在的原因，提出从法律法规的制定、监管力度的完善、诚信品质的落实及网络道德的建设等方面应对微公益凸显的伦理问题。     

大数据与微时代： 虚拟社会公共服务体系的双重建构

大数据与微时代引发了虚拟社会的多重变革，新的服务理念和服务模式呼之欲出，虚拟社会公共服务的走向、模式、内涵正在发生深刻变化。但是受到推送途径、参与机制、数据基础、保障措施等因素的制约，虚拟社会公共服务的质量和效率相对有限，其体系面临着解构与重构。大数据与微时代是当前虚拟社会公共服务体系建构中不可或缺的重要因素，通过培育公共服务精神、推进虚拟社会公共服务均等化发展、强化多元参与主体间的良性互动、完善虚拟社会公共服务体系建构秩序等途径，科学、合理地对其加以运用，将会有效助推虚拟社会公众服务的不断创新和发展。     

包头师范学院公共体育课教学模式改革的研究

目前我国各高校对公共体育课教学的改革以深入展开,其中公共体育教学模式的改革已是研究的热点问题之一。本文根据国内外研究现状及趋势结合我校的实际教学状况探讨我校公共体育教学改革的新思路,并在此研究的基础上,尝试构建新的,更为有效、合理的教学模式。此研究对于探讨有效开展大学体育新教改理念的教学实践活动提供理论依据和具体的教学应用技术,无疑具有重要的实践意义。     

Situational political socialization: a normative approach to young people's adoption and acquisition of political preferences and skills

Research on young people's political socialization has had an adult-centered top–down bias in which young people are considered incomplete and in need of the right upbringing. The article attempts to balance this bias. The aim is to introduce and argue for another normative approach – situational political socialization. Four theoretical elements constitute its basis: (1) the political, (2) contingency (the principle of the public sphere), (3) space and place, and (4) situation. In the contingent western digital media society marked by cultural dissemination, individualism, and the erosion of traditional institutions, situational political socialization represents a normative basis for a research approach which is open, action-oriented and contextualized, viewing young people as political actors in their own right.     

民族互嵌式社区居民公共服务幸福感指标体系的构建

构建相互嵌入式社会结构和社区环境，是铸牢中华民族共同体意识，推动多民族社区治理的重要途径。由于多元文化的碰撞交融，社区内部张力扩大，民族互嵌式社区的治理在一定程度上存在着多民族融合表面化、社区共同体意识淡薄等一系列问题。论文结合社会系统论、社区治理论的相关原理，厘清民族互嵌式社区的内涵，提出民族互嵌式社区居民公共服务幸福感指标体系的构想。通过差异化选址、探索性因素分析，形成影响居民公共服务幸福感的社区融合、社区治理、社区文化建设、社会医疗、社区教育五个维度及指标体系，为有效评价民族互嵌式社区公共服务提供借鉴。     

It's Complicated: The 2014–2015 U.S. Measles Outbreak and Parents’ Vaccination Beliefs,Confidence, and Intentions

While it seems intuitive that highly visible vaccine‐preventable disease outbreaks should impact perceptions of disease risk and facilitate vaccination, few empirical studies exist to confirm or dispel these beliefs. This study investigates the impact of the 2014–2015 Disneyland measles outbreak on parents’ vaccination attitudes and future vaccination intentions. The analysis relies on a pair of public opinion surveys of American parents with at least one child under the age of six (N = 1,000 across each survey). Controlling for basic demographics, we found higher levels of reported confidence in the safety and efficacy of childhood vaccinations in our follow‐up data collection. However, this confidence was also accompanied by elevated levels of concern toward childhood vaccines among American parents. We then examined how different subgroups in the population scored on these measures before and after the outbreak. We found that parents with high levels of interest in the topic of vaccines and a child who is not fully upto date with the recommended vaccination schedule reported more supportive attitudes toward vaccines. However, future intentions to follow the recommended vaccination schedule were not positively impacted by the outbreak. Possible explanations for these results and implications for vaccination outreach are discussed.     

A quantum leap for social theory

I discuss the revolutionary implications of Alexander Wendt's Quantum Mind and Social Science for social theory. These center on the significance given to society as a possibility space in which observable social reality amounts to quantum decoherent states in the system. I discuss how Wendt radicalises social constructivism and goes considerably beyond Bourdieu's conceptions of society as a field. A signature feature in Wendt's theory, the state as a hologram, comports well with the implied view of the social order in much public opinion and market research. In this respect, Wendt's theory is very attuned to the spirit of our times.     

Global Governance,neoliberalism and national responses: The case of Bangladesh’s ready‐made garment (RMG) sector

This article on the ready‐made garment (RMG) sector of Bangladesh shows how over‐reliance on foreign capital for development financing and deregulated investment—a hallmark of neoliberal economic arrangements—undermines the incorporation of SDGs’ and INGOs’ equity principles, contributing to biased policy responses yielding unequal outcomes. The article cautions that while countries prioritize economic growth over social and environmental nourishment and continue to adopt neoliberal economic policies to promote economic growth, inequity is unavoidable, if not inevitable. Thus, the way forward may be to shift the focus of ‘development’ from the economy to society, to building ‘good societies’ where institutions and strategies, including those that contribute to economic growth, are organized such that these complement not compromise the evolution of such societies.     

The changing landscape of public service delivery systems for disabled people in China: a Shanghai case study

This article will consider the current development of an emerging contract culture for the delivery of social services and its impact on disabled people in China. The discussion is based on an original qualitative study in Shanghai. The past 30 years have seen dramatic changes in China, which in parts have led to improvements in the lives of disabled people. The China Disabled Persons’ Federation (CDPF) became a key player in delivering these changes with the government. However, the CDPF is being criticized by disabled people for being too bureaucratic and not being effective enough in its delivery of services. One of its responses is to work with newly emerging not-for-profit organizations (NPOs) of and for disabled people. The CDPF has now begun to contract the delivery of some services to such NPOs. It is hoped that this may improve their effectiveness but the development of a contract culture in the delivery of services for disabled people may also be seen to pose a threat.     

Fostering social capital in an international multi-stakeholder issue network

Scholars have theorized that public relations contributes to societies and communities by bringing attention to pressing public issues and fostering social capital in civil society networks. However, the extant research has studied civil society networks of NGOs, donors, and the media in transitional countries. This study extends the public relations model of civil society in two ways. First, it broadens the scope to an international context. Second, it draws from the multi-stakeholder issue network perspective to conceptualize a civil society network as a space where stakeholders of an issue mix their interests as they collectively address a pressing public issue. The literature on international and multi-stakeholder networks suggest that the international scope and the mixing of interests across sectors may restrict the production of social capital. The results from the social network analysis suggests that the mixing of interests across sectoral and geopolitical boundaries did not restrict the production of social capital. Rather, the patterns of the relationships among those on the core and those on the periphery of the network restricted the production of social capital. Such finding demonstrates how public relations’ functions like relationship building can have profound influences on social capital and civil society networks. The implications for public relations theorizing and research are discussed.
