基于质量意识的复杂产品质量控制激励策略

激励在复杂产品供应链中对主供协同合作关系及质量控制发挥了重要作用。本文研究基于主制造商在复杂产品生产研发前按照客户要求形成的质量意识的激励策略是否可以实现复杂产品质量控制问题。考虑具有质量意识的主制造商和其系统供应商组成的两级供应链，建立以主制造商为领导者的Stackelberg博弈模型，分别讨论无激励和存在激励时的主供生产最优决策。基于激励方式的不同，将激励策略分为根据供应商产品质量水平激励以及根据主制造商质量意识水平激励两种方式。研究结果表明激励是供应商加强协同合作、改进产品质量的内在动力，主制造商根据质量意识激励供应商可以进一步促使双方协同合作，提高产品质量，使双方获得更高的利润从而实现供应链整体利润最大化。此外用灵敏度分析发现提高主制造商质量意识水平可以增加双方协同合作努力程度，有效提升产品质量水平并实现帕累托改进。     

教育时空拓展:教师专业成长的机遇与挑战

随着人类文明的进步、社会的发展以及信息技术的普及，教育时间和空间得到迅速拓展。教育时空拓展正如一把双刃剑，给教育活动的实施带来机遇的同时也带来了挑战。教师作为教育活动的主要组织者和实施者，在享受机遇的同时也要迎接教育时空拓展所带来的挑战。通过分析教育时空拓展的内涵与表征，发现教师专业成长正处在社会化、终身化与数字化的发展大潮中，因此教师要充分利用好教育时空拓展带来的机遇，同时慎重应对由此面临的挑战，不断提高应变能力，以促进教师专业成长和教育事业的发展。     

Leveraging psychological contracts as an HR strategy: The case of software developers

This article studies the management of software developers through the lens of the psychological contract and from the perspectives of employees and employers. Data were gathered through interviews with software developers and their human resources (HR) and/or direct managers in French high-tech companies. Our findings show the crucial role of HR and direct managers who shape a balanced professional psychological contract with developers as a specific HR strategy in order to respond to their job specificities and values. Specific HR practices (nature of the processes, involvement of developers in these processes, credibility of HR/direct managers and career development opportunities) and the working environment contribute to the development of trust and fairness, which form part of the content of the balanced contract.     

大数据战略视野下我国信息网络安全立法分析

大数据战略视野下,很多国家纷纷制定、完善和执行着自己的信息网络安全法律,并已形成世界潮流.从国内外的大数据战略与信息网络安全立法分析来看,我国既有成绩,也有不足.对于我国信息网络安全的法律保障,目前需要完善的主要内容有:进一步明确国家信息网络安全立法的目的与宗旨;基本法层面,尽快构建完备的信息网络安全法律保障有机体系,重点包括政府信息公开法与个人信息保护法等;实施层面,加强与完善具体领域的单行法与配套法建设,增强法律规定的可操作性;完善法律框架之外的协作保障体系.     

地方高校推行教师学术休假制度的现实意义与实施策略

教师学术休假是促进教师专业发展的重要形式，是教师自我完善的需要，是提升教师理论水平、科研能力和教学技能的主要手段，是提高教学质量的有效途径。探讨地方高校推行学术休假制的必要性，提出地方高校推行学术休假的建议，对地方高校教师队伍建设具有重要的现实意义。在实施策略上，应注重4个方面：（1）明确参加学术休假的对象主要是教师和教学科研人员；（2）根据教师职业发展的阶段性确定学术休假的时间；（3）合理设置学术休假人员遴选条件，首先应考虑为工作满5年以上的青年教师提供学术休假，其次应考虑为高级职称教师提供学术休假；（4）明确学术休假期间的教师待遇，并加强对学术休假人员的管理。     

Policy innovation and policy realisation: the example of children future education and development accounts in Taiwan

ABSTRACT

The Children Future Education and the Development Accounts (CFEDAs) are the first anti-poverty policy in Taiwan developed to provide incentives for the poor to accumulate assets for their future. Using CFEDAs as an example, this article analyses the process of developing and implementing an asset-based policy. It begins with an introduction to the policy structure. It then reviews the history of how the innovative idea of building assets for the poor became a policy proposal before presenting the convergence of three policy streams driving the prioritisation of CFEDAs in Taiwan’s policy agenda. It concludes with challenges facing the policy implementation.     

政府动态奖惩机制下绿色建筑供给侧演化博弈研究

从绿色建筑供给侧角度出发，构建消费者效用函数、开发商利润函数和政府与开发商的演化博弈模型，分析消费者绿色偏好、建筑绿色度、成本等因素对建筑价格、需求和利润的影响以及政府动态奖惩政策下系统的演化稳定策略。结果表明：消费者绿色偏好支付系数和建筑绿色度的增大有利于绿色建筑价格、需求和利润的提高，但高成本却使需求和利润降低；政府采用静态补贴与静态税收政策时，博弈系统不存在演化稳定策略，采用动态补贴与静态税收、静态补贴与动态税收、动态补贴与动态税收三种政策组合时，系统存在演化稳定策略；动态补贴与静态税收的政策组合在推动绿色建筑发展方面优于其他政策；开发商开发绿色建筑的概率与补贴上限值呈负相关，与税收上限值呈正相关。     

Strategy as engagement: What organization strategy can learn from military strategy

Strategy process and practice research has illuminated the internal dynamics of strategy work – at the cost of backgrounding processes and practices that relate to engagement with external actors. In this conceptual paper, we argue for an extension of this body of work by shifting the focus of research from internal practices and processes towards externally oriented practices of engagement. We do so by critically building on the military strategy literature and develop the concept of strategy as engagement. This concept suggests understanding the role of strategy as bridge between policy and tactics; the importance of grand strategy as the making of policy; and the need to focus attention on tactics as distributed collective action. Thus, we contribute to strategy process and practice research through 1) extending its repertoire to practices of engagement and 2) broadening its epistemic foundation through a critical reading of military strategy.     

Crowdfunding digital platforms: Backer networks and their impact on project outcomes

Crowdfunding platforms serve to connect project creators and backers. Previous research has explored several project and platform determinants that impact crowdfunding outcomes. However, there has been limited research on these determinants at an individual level. Our paper addresses how backers may influence the outcomes of projects in crowdfunding platforms. We explore several methods commonly used in the industry to identify influence and show that centrality measures through a backer affiliation network best exemplifies influence. Using data from Kickstarter, we construct a weighted backer network based on 52,678 common projects backed by 11,134 backers. Controlling for digital media mentions and project quality, we find evidence that backers in central positions within the network have a positive impact on multiple project outcomes such as the project success rates, amount of funds raised, speed of reaching the crowdfunding goal as well as the number of backers contributing to the project. These findings are replicated and reinforced by using data from a different crowdfunding platform using the entire backer network based on 1095 projects backed by 87,896 backers. Several robustness tests are used to validate these results.     

“四史”教育融入高校思政课教学的五维逻辑进路

历史照亮过去，历史启迪未来。以党史、新中国史、改革开放史、社会主义发展史为核心内容的“四史”教育，是以历史为基础的思想政治教育。从党史、新中国史、改革开放史、社会主义发展史中挖掘思想政治理论课教育资源，对高校传承红色基因、落实立德树人根本任务具有重要的指导意义。以庆祝中国共产党成立100周年为契机，将“四史”教育融入高校思想政治理论课教学，必须遵循相应的逻辑理路：树立正确党史观、坚定理想信念的价值追求是融入的逻辑立场；强化大历史观、理解党的伟大贡献是融入的逻辑方法；坚持内在统一性、把握“四史”教育的整体性逻辑是融入的基本前提；抓住侧重点、精准对接各门大学生思想政治理论课程是融入的逻辑核心；坚持实践逻辑、引导大学生从“四史”中汲取智慧和力量是融入的根本遵循。
