从“以人为本”到政府“公信”--新世纪初政府公信力构建的进路评析

政府公信力是政府凭籍自身信用赢得公众信任的能力，十六大以来，党在施政理念上强调"以人为本"，在执政行为上关注"民生"；在绩效上彰显公平正义，施政方略渗透着人文关怀因素，政府公信力得到了有效提升。但由于腐败现象没有得到有效控制，党风廉政与制度化建设相对滞后，政府公信力也受到了冲击。在新一代领导集体治国理政中，"改革"成为新的常态，防腐败斗争与党风廉政建设取得了伟大成就，政府公信力的重振业已开启。     

Investor response to appointment of female CEOs and CFOs

We study the impact of appointing women to top executive positions from an investor perspective. We analyze whether shareholders value announcement of appointment of women to top positions differently than they do appointment of men. This study uses an international sample of 100 announcements of top executive appointments of women who replace men and investigates how shareholders respond to such appointments. This research combines an event study with a matched pair analysis to compare the response from investors regarding appointment of female versus male CEOs and CFOs. We establish that investors do not seem to value appointment of women significantly differently from that of men. This finding suggests that, from the investor perspective, there appears to be no business case for a particular gender when it comes to appointing a CEO or CFO.     

区块链技术在版权登记中的创新应用

随着数字版权时代的发展，作品的传播方式变得更加灵活，传播速度也更加迅捷。传统版权登记制度因存在登记成本较高、标准不一、泄露隐私等弊端，在实际应用中面临困境，区块链技术的出现为推动版权登记的适时发展提供了一种新思路。区块链技术应用于版权登记，其去中心化特质可以降低登记成本；分布式共享机制能够统一登记标准；难以篡改的性质能够提高登记的证明效力；弥补了既有版权登记制度的缺陷。同时，区块链技术利用自身特性建立新的版权信任机制，既能清晰地分配版权利益，又能创新传统的版权商业模式，推动版权市场的发展，最大化地利用版权的固有价值。区块链技术在与版权登记相结合的过程中，会出现一些技术上难以解决的问题，既无法对作品的独创性进行准确的判断，也无法发挥版权制度原有的公示力作用。因此，必须创新版权登记规则，加快制定区块链版权平台市场准入机制，并设置统一的监管机构，将区块链锁在版权制度的笼子里，防止出现滥用区块链技术的情形，以最终实现技术和法律的融合发展。     

试论投资基金的治理结构

投资基金的治理结构包含三个层次,即基金的各方当事人权利义务的制度安排、基金内部约束机制、外部市场压力及监管制度。针对我国基金治理结构目前存在的问题,可通过引入独立董事制度、将基金经理的报酬机制与公司的经营业绩挂钩、增强外部市场的竞争压力等途径,使之逐步完善。     

Parental Divorce and Interpersonal Trust in Adult Offspring

It has been proposed that recent increases in parental divorce have inhibited the development of trust among offspring. This proposition is tested by examining whether parental divorce is associated with offspring trust in parents, intimate partners, and others. Data come from the Marital Instability Over the Life Course Study. Results reveal that although parental divorce is negatively associated with trust, these effects largely disappear once the quality of the past parent‐teen relationship is taken into account. The one exception is trust in fathers where children of divorce remain at higher risk of mistrust. Trust in parents, intimates, and others is strongly linked to positive parent‐teen relationships regardless of parental divorce. Contemporary relationship experiences also influence trusting intimates and others.     

Tracing Differentiation in Gendered Leadership: An Analysis of Differences in Gender Composition in Top Management in Business,Politics and the Civil Service

The aim of this article is to discuss the relationship between the gendering of leadership positions and sector‐specific structures within politics, business and the civil service in Denmark in the context of differences between the Nordic countries and other western countries. The analysis is based on data from a survey of top male and female leaders within the three sectors. The theoretical point of departure of this article is constructivist. It looks at gender as constituted by actions in social space, orchestrated by structural processes and a symbolic order of gender. This constitutes a cultural discourse on gender reflected in gender conventions in society and in a range of possibilities of gender positioning. Expressions of this are discussed in the analysis of the patterns of difference in structural conditions for women and men in leadership positions to be found within the three sectors. The structural conditions encompass access conditions and conditions for gendered positioning and are analysed on the basis of data on social background, education, career course, family, children and distribution of housework. The analysis shows that there is a correlation between gender composition of leadership and possibilities of gendered positioning within a sector. The results are finally discussed as possible expressions of an egalitarian culture.

教学的良好效果在很大程度上取决于教学的各个环节是否与学习者的认知模式相吻合 ,和教学双方在教学活动中充分的认知准备。由于独特的自然、历史和文化的影响 ,藏族学生具有明显的神秘、具象、经验和“比量”的群体认知趋向。在把握这些认知趋向的基础上 ,藏族英语教学可分别从教师、学生、教材和对教学主体模式的预知等四个方面完成前教学阶段的认知准备。同时 ,应充分意识到教学中的民族性和独特性 ,从而有效地促进藏族学生的英语学习。     

话语前提特定意义的选择

在特定语境中 ,话语的含义只有一个 ,却可能有多个前提 ,一个前提也可能有多重意义。那么 ,在会话过程中 ,说话者是如何设定话语前提的 ,听话者又是如何对话语前提进行选择和理解的 ?本文从分析前提感知的失误入手 ,运用逻辑分析方法 ,从认知语用学角度考察听话者对预设前提的感知 ,分析选择前提特定意义的原则、策略和过程 ,进而提出前提空间定位的心理模式。笔者认为前提的选择有逻辑 -语义分析、语用推理和整合等三种不同等级的策略 ;话语前提的选择是感知 -推理 -理解 -选择的探索性过程。由此得出结论 :认知环境是话语前提的决定性因素 ,话语前提的正确选择可再现话语的语境表征 ,为话语内涵的理解提供信息表征和推理依据———基于真值条件的最佳关联
