治理效能视角下公民参与公共服务的制度研究

公民参与公共服务的有序性和有效性并非直接相关,可以从有序性和有效性两个维度分析公民参与及其治理效能的关系.为提升治理效能,以程序性规则为核心的制度设计能更为充分地保障公民有序有效参与公共服务,实现公民与政府之间的良性互动与有序合作.基于全过程民主、程序性权利和共同体秩序等公民参与的程序性价值维度考量,再以环境保护领域中的公民参与为例,从公开公示机制、意见表达机制、回应吸纳机制、监督评价机制和责任追究机制等方面构建公民全过程参与制度,并探索公民参与的方法和策略.通过公民参与的程序性价值内化、方法创新与技术转型来推进治理体系和治理能力现代化.     

On the almost sure convergence for sums of negatively superadditive dependent random vectors in Hilbert spaces and its application

Abstract

This paper develops almost sure convergence for sums of negatively superadditive dependent random vectors in Hilbert spaces, we obtain Chung type SLLN and the Jaite type SLLN for sequences of negatively superadditive dependent random vectors in Hilbert spaces. Rate of convergence is studied through considering almost sure convergence to 0 of tail series. As an application, the almost sure convergence of degenerate von Mises-statistics is investigated.     

集体行动视角下的制度逻辑演化机制研究

通过对我国专车服务市场制度变革过程的纵向案例研究，探讨了组织场域中的集体行动如何推动制度逻辑演化的内在机制问题。研究发现：制度逻辑的演化过程主要经历了分离、冲突和共存三种状态，不同的制度逻辑的演化是由行动主体能动性策略和资源利用所构建的集体行动模式差异性驱动的。制度变革机会的涌现促使场域中的行动主体采用协调性的集体行动模式，促成了新制度逻辑的生成，并导致了新、旧两种制度逻辑的分离；在制度变革机会变得模糊的场域中，行动主体非协调的集体行动促使新、旧两种制度逻辑之间的激烈冲突；而在制度变革机会沉没的情境下，行动主体再协调性的集体行动最终促成了新、旧两种制度逻辑的共存。研究结论对我国当前复杂制度环境下新兴业态的发展以及传统业态的协同治理提供了重要的借鉴和启示。     

Control charts based on dependent count data with deflation or inflation of zeros

The process of serially dependent counts with deflation or inflation of zeros is commonly observed in many applications. This paper investigates the monitoring of such a process, the first-order zero-modified geometric integer-valued autoregressive process (ZMGINAR(1)). In particular, two control charts, the upper-sided and lower-sided CUSUM charts, are developed to detect the shifts in the mean process of the ZMGINAR(1). Both the average run length performance and the standard deviation of the run length performance of these two charts are investigated by using Markov chain approaches. Also, an extensive simulation is conducted to assess the effectiveness or performance of the charts, and the presented methods are applied to two sets of real data arising from a study on the drug use.     

Do childbirth grants increase the fertility rate? Policy impacts in South Korea

In response to a low fertility rate, a number of municipalities in South Korea have been providing family benefits in the form of childbirth grants and child allowances. Using panel data for 230 municipalities that spans the years 2001–2014, this paper examines the impacts of family benefits on the fertility rate in Korea. I use the fact that different municipalities began providing the family benefits at different times to estimate the impact of family benefits on fertility rates using a difference-in-differences approach. This study finds a positive effect of family benefits on total fertility rate. Moreover, it finds little evidence of an anticipatory response within municipalities that adopted the policy. Given that a 10 million Korean won increase in family benefits is associated with a 3.5% increase in the total fertility rate, an increase in family benefits of about 44 million Korean won per child would be required to raise the total fertility rate to a safe zone above 1.5 children per woman, where population declines are gradual and easily reversed.     

The Social Inclusion and Inequality Nexus: EU versus non‐EU migrants

This study examines the relationship between social inclusions of migrant and income inequality. Both positive and negative impacts of social inclusion on income inequality have been observed in the previous literature. This study specifically considers two types of migration flow: migration flow from EU and migration flow from non‐EU. The aim of this article is twofold: 1) is there a strong association between social inclusion of migrants and income inequality, 2) is there any different impact of social inclusion of two types of migrants (EU vs non‐EU)? Using data from 33 mainly European countries over the period 2003‐2015 and controlling for savings rate, arable land rate and age‐dependency ratio, our results indicate that there is a significant negative relationship between social inclusion and income inequality. In particular, we find that social inclusion from non‐EU migrants significantly reduces income inequality compare with EU migrants.

Priority Rules for Multi‐Task Due‐Date Scheduling under Varying Processing Costs

We study the scheduling of multiple tasks under varying processing costs and derive a priority rule for optimal scheduling policies. Each task has a due date, and a non‐completion penalty cost is incurred if the task is not completely processed before its due date. We assume that the task arrival process is stochastic and the processing rate is capacitated. Our work is motivated by both traditional and emerging application domains, such as construction industry and freelance consulting industry. We establish the optimality of Shorter Slack time and Longer remaining Processing time (SSLP) principle that determines the priority among active tasks. Based on the derived structural properties, we also propose an effective cost‐balancing heuristic policy and demonstrate the efficacy of the proposed policy through extensive numerical experiments. We believe our results provide operators/managers valuable insights on how to devise effective service scheduling policies under varying costs.
